Raisina Tokyo 2025: Strengthening the Free and Open Indo-Pacific Vision

The Indo-Pacific region continues to take center stage in global strategic discussions, and in this evolving landscape, Raisina Tokyo is quickly emerging as a vital platform for shaping the future of regional cooperation. The second edition of Raisina Tokyo, scheduled for May 22–23, 2025, aims to build on the strong foundations laid in its inaugural edition and further strengthen the vision of a Free and Open Indo-Pacific (FOIP).


Jointly hosted by the Observer Research Foundation (ORF), ORF America, the Japan Bank for International Cooperation (JBIC), and Keizai Doyukai (Japan Association of Corporate Executives), Raisina Tokyo brings together senior leaders from governments, businesses, and policy circles in India, Japan, and beyond.

The forum, structured over one and a half days, will open with a high-level dinner reception on May 22, followed by a full day of deliberations on May 23, focused on a set of core thematic pillars that reflect the most pressing regional and global challenges.

The inaugural edition of Raisina Tokyo, held in March 2024, laid a strong foundation by emphasizing security, technology, and economic collaboration between India and Japan. The upcoming edition looks to expand that scope with deeper regional engagement, more diversified participation, and a sharpened focus on the role of Quad partners in maintaining a stable and inclusive Indo-Pacific.


A Platform for Connectivity and Consensus

Raisina Tokyo is not just a dialogue, it is a dynamic space for forging new partnerships. By bringing together voices from both government and industry, the event aims to shape policy conversations that have practical outcomes, particularly in areas like maritime security, clean technology, and supply chain resilience.
