Japan Showcases AI Governance and Digital Innovation as Country Partner at India Mobile Congress 2025

New Delhi, October 2025 — Japan is set to make a strong statement on digital innovation and responsible technology as the Country Partner at this year’s India Mobile Congress (IMC) 2025 at Yashobhoomi, New Delhi 8th - 11th October. With the theme “Responsible AI: India’s Role in Global Governance and Societal Impact” Dr. Takuo Imagawa - Vice Minister, International Affairs, Ministry of Internal Affairs and Communications (MIC), Japan, will share his insight on behalf of the Japanese Government.
Japan’s participation underscores its commitment to advancing global collaboration in AI governance, digital infrastructure, and cybersecurity.
At the heart of Japan’s showcase is its newly established AI Act, a comprehensive framework launched earlier this year to promote innovation while safeguarding societal interests. The Act lays out principles of transparency, accountability, and human-centric development, with sight from a new AI Strategic Headquarters chaired by the Prime Minister. Through this legal framework, Japan aims to position itself as a global model for balancing innovation and risk in artificial intelligence.
Japan’s leadership in shaping global AI governance is already well recognized. From the OECD’s AI Principles to the launch of the Hiroshima AI Process in 2023, Japan has consistently pushed for consensus-driven international rules and voluntary reporting frameworks to ensure safe and trustworthy AI. These efforts are complemented by initiatives such as cybersecurity training with the World Bank, assisting developing nations in building digital resilience, and promoting international cooperation to counter disinformation.
At the Japan Pavilion (D16) at IMC, visitors will experience a range of cutting-edge technologies, including:
ICT solutions for road safety and intelligent transport
Generative AI strategies for next-gen applications
Wireless power transmission (WPT) innovations
Advances in quantum technologies and cybersecurity
AI, IoT, and 5G/6G technologies, including 5G mmWave and Open RAN solutions
The exhibits from ORIX SAI, NTT Data, Honda, Zero Sum, Kyocera, Sharp, Toshiba, and Aeterlink will highlight Japan’s approach to building secure and inclusive digital ecosystems while contributing to global supply chain resilience and technological excellence.
With India positioning itself as a global digital hub and Japan leveraging its strengths in governance and innovation, IMC 2025 is set to reinforce the strategic digital partnership between the two nations.
As the world grapples with the opportunities and risks of rapid technological change, Japan’s participation offers a model of how nations can lead responsibly — combining cutting-edge R&D with international cooperation for a safer, more connected future.
