Japan, the United States, and India concluded a trilateral mine warfare exercise in Mutsu Bay from July 11–23, 2026. The exercise strengthened interoperability in mine countermeasures (MCM), explosive ordnance disposal (EOD), and unmanned underwater operations, reinforcing maritime security, freedom of navigation, and protection of critical sea lines of communication across the Indo-Pacific.

On July 23, 2026, the navies of Japan, the United States, and India concluded a high-stakes joint mine warfare exercise in Mutsu Bay, a semi-enclosed inlet spanning approximately 1,668 square kilometres within Aomori Prefecture, at the northern tip of the Tōhoku region on Honshu, Japan. Bordered by the Tsugaru Peninsula to the north and the Shimokita Peninsula to the east and north, the bay forms a sheltered basin opening directly to the Tsugaru Strait.

Running from July 11 through July 23 under the command of Rear Admiral Ikeuchi Izuru, Commander of the Amphibious and Mine Warfare Group, the trilateral (Japan US India Mine Warfare Exercise) drills brought together an extensive roster of allied assets.
The exercise featured JMSDF surface units, patrol aircraft (P-1 and P-3C), MCH-101 helicopters, and unmanned underwater vehicles (UUVs), alongside U.S. Navy mine countermeasures vessels (MCMGRU7), EOD crews, and specialised Indian Navy explosive ordnance disposal (EOD) personnel. Participating forces practised complex mine laying, sweeping, hunting, and clearance operations, underscoring a deepening operational commitment to protect critical sea lines of communication (SLOCs) and counter asymmetrical maritime vulnerabilities in the Indo-Pacific.

Conceptualising Mine Warfare and Countermeasures in Modern Strategy
To contextualise the strategic weight of the Mutsu Bay drills, it is essential to examine the mechanics and objectives of modern naval mine warfare. A naval mine is a self-contained explosive device placed in the water for destroying submarines and surface vessels. These mines represent one of the most cost-effective, asymmetric, and disruptive weapons in naval warfare. A relatively low-cost explosive device can immobilise multi-billion-dollar naval assets, paralyse commercial shipping, and effectively blockade vital chokepoints.
Consequently, mine warfare exercises are specialised military drills designed to address two distinct operational pillars:
Mine Countermeasures (MCM): The systematic detection, localisation, classification, tracking, and neutralisation of subsurface threats. This involves a multi-domain approach utilising specialised minehunters, sweeping vessels, long-range maritime patrol aircraft, and unmanned underwater vehicles (UUVs).
Explosive Ordnance Disposal (EOD) and Clearance Operations: High-risk deployment of specialised diving teams and autonomous systems to physically inspect, disarm, or safely detonate live ordnance in contested or congested littoral waters.
Because sea mines can be deployed covertly by submarines, surface craft, or aircraft, they pose an insidious threat to both military power projection and global supply chains. Training for these contingencies requires intense interoperability, as disparate national navies must standardise communication protocols, acoustic signatures, and clearance techniques to operate effectively in a unified theatre.
Strategic Implications for the Indo-Pacific Security Architecture
The integration of mine warfare into trilateral exercises between Japan, the U.S., and India points to a vital evolution in regional deterrence architecture. Building on a long historical lineage — including JMSDF-U.S. bilateral MCM drills dating back to 1955 and Mutsu Bay exercises since 1964 — this year's multilateral iteration highlights how regional security relies just as heavily on keeping ports, straits, and shallow littorals clear of asymmetric blockades as it does on high-end power projection like carrier strike groups and anti-submarine warfare.
Mutsu Bay's specific physical characteristics make it an ideal proving ground for testing mine countermeasures. With a mean depth of 40 meters, a gentle seafloor gradient, and localised hydrographic variations, including unpredictable water currents near its 80-meter-deep northern sill that connects to the Tsugaru Strait, the bay presents complex environmental challenges. For the JMSDF, U.S. Navy, and Indian Navy, conducting drills in this semi-enclosed basin serves several critical strategic functions:
Interoperability at Chokepoints: By synchronising their MCM capabilities across sandy and muddy littoral seabeds, the three nations enhance their capacity to secure critical maritime corridors against area-denial strategies.
Technological Integration: Combining Japanese specialised mine-sweeping assets, U.S. surface combatants, and Indian EOD operational expertise allows forces to test the integration of manned and unmanned systems in realistic combat scenarios.
Deterrence through Readiness: Demonstrating a robust, collective capability to rapidly clear contested waters reinforces the rules-based international order and ensures open economic transit across the Indo-Pacific.
Ultimately, the Mutsu Bay exercise transcends routine trilateral training as it represents a calculated institutional response to the changing calculus of modern naval warfare. By pairing strategic geography with advanced unmanned underwater systems and EOD operations, allied forces ensure they remain prepared to neutralise subsurface threats before they can disrupt regional stability or global trade.
