Uttar Pradesh Hosts Yamanashi Governor Kotaro Nagasaki, 200+ Japanese Business Leaders for UP–Japan Investment Meet 2026


Uttar Pradesh is stepping up its economic engagement with Japan as Yamanashi Governor Kotaro Nagasaki and more than 200 Japanese business leaders participate in the UP–Japan Investment Meet 2026 across New Delhi and Lucknow.

New Delhi, August 18, 2026: The India–Japan economic partnership is taking a strong sub-national turn as Uttar Pradesh welcomes Kotaro Nagasaki, Governor of Yamanashi Prefecture, along with more than 200 Japanese business leaders for the U.P.–Japan Investment Meet 2026.


The two-city investment engagement, being held in New Delhi on August 19 and Lucknow on August 21, brings together government leaders, Japanese businesses and industry stakeholders with a focus on turning bilateral goodwill into concrete investment and business opportunities.


For Uttar Pradesh, the message is clear: Japan is not only a strategic partner, but an important source of technology, industrial expertise and long-term investment.


From New Delhi to Lucknow: A Focus on Business and Investment


Governor Nagasaki received a warm welcome in New Delhi as senior Uttar Pradesh officials and Invest UP representatives received the visiting Japanese delegation. A special welcome dinner hosted by Uttar Pradesh Chief Minister Yogi Adityanath at Taj Palace, New Delhi, brought together senior Union and state government leaders and the Yamanashi delegation.


Union Minister for Commerce and Industry Piyush Goyal also extended a welcome to the visiting delegation, adding a strong national dimension to the investment dialogue. The gathering was more than a ceremonial welcome. It set the tone for the discussions that follow in Lucknow—where the emphasis is expected to be on investment, technology partnerships, manufacturing and new areas of economic cooperation.

The evening also carried a personal touch, with a birthday celebration for Governor Kotaro Nagasaki during the welcome dinner. Senior Uttar Pradesh ministers, including Finance Minister Suresh Khanna, Energy Minister Arvind Kumar Sharma, IT and Electronics Minister Sunil Kumar Sharma and Minister of State for Industrial Development and Parliamentary Affairs Jaswant Singh Saini, were present.


Yamanashi–Uttar Pradesh Partnership Gains Momentum


The presence of Governor Nagasaki is particularly significant because Yamanashi Prefecture and Uttar Pradesh have already established a framework for cooperation.


The relationship has moved beyond broad diplomatic exchanges into specific areas of technology and economic cooperation. In December 2024, Uttar Pradesh and Yamanashi signed an MoU for cooperation in green hydrogen. Subsequent discussions have focused on technology collaboration, investment promotion and the possible development of a Centre of Excellence.


Invest UP has described Yamanashi as an important partner in Uttar Pradesh's efforts to develop capabilities in green hydrogen, including production, storage and transportation. The proposed cooperation also highlights an important feature of the India–Japan relationship: Japanese prefectures can become partners with Indian states in highly specialised areas rather than limiting engagement to traditional investment promotion.


Japan Looks at Uttar Pradesh's Emerging Opportunities


The UP–Japan Investment Meet 2026 is expected to explore a wide range of sectors, including technology, renewable energy, tourism, manufacturing, startups, skilling, artificial intelligence, semiconductors and green hydrogen. These sectors reflect the changing nature of Japanese investment in India.


While Japanese companies have traditionally been strongly associated with automobiles, engineering and manufacturing, the next phase of India–Japan economic cooperation is increasingly moving towards advanced technologies, clean energy, digital transformation and skills development. For Uttar Pradesh, this creates an opportunity to position the state as a destination not simply for manufacturing investment but for technology-led industrial partnerships.


Invest UP has highlighted Japan as a key component of Uttar Pradesh's global investment strategy, particularly because of Japan's strengths in manufacturing, electronics, semiconductors, precision engineering and advanced technology.


B2B and B2G Engagement at the Centre


A key feature of the investment meet is the focus on practical business engagement. The programme includes roundtable discussions, panel sessions and B2B and B2G matchmaking, creating opportunities for Japanese companies to directly explore partnerships with Uttar Pradesh government departments, businesses and other stakeholders.


This could prove particularly important for Japanese SMEs, which often seek reliable local partners, technology collaborations and a clear understanding of India's business environment before making long-term investment decisions.

For Uttar Pradesh, Japanese participation also brings access to globally established expertise in areas such as precision manufacturing, automotive components, electronics, clean energy and industrial technology.


Building on a Growing India–Japan Economic Relationship


The U.P.–Japan Investment Meet comes at a time when India–Japan economic relations are expanding beyond the traditional national-level framework. State and prefecture-level partnerships are becoming increasingly relevant as Indian states compete to attract global investment and Japanese companies look for locations that offer infrastructure, skilled manpower, supply-chain opportunities and policy support.


Uttar Pradesh's engagement with Yamanashi provides an example of how this model can work: government-to-government cooperation can create the foundation, while companies and institutions translate that relationship into investment, technology transfer, research and employment.


The state's previous engagement with Yamanashi on green hydrogen is one such example. Discussions in February 2025 brought together Yamanashi representatives and Uttar Pradesh's energy authorities to explore technical cooperation and the development of a Centre of Excellence.


A New Chapter in UP–Japan Relations


The U.P.–Japan Investment Meet 2026 is therefore more than a two-day investment event. It reflects an effort to build a deeper economic bridge between one of India's largest states and a Japanese prefecture known for technology and industrial capabilities.


From New Delhi on August 19 to Lucknow on August 21, the focus will increasingly shift from introductions and discussions to identifying projects, partnerships and investment opportunities. With more than 200 Japanese business leaders participating, the scale of the engagement is significant.


The bigger question now is how many of these conversations translate into actual investment, technology partnerships, manufacturing projects, skills programmes and long-term business relationships.

For Uttar Pradesh and Japan, that is where the real opportunity lies.


India–Japan cooperation is moving closer to the ground—and Uttar Pradesh wants to be one of its most important destinations.
